📣 Report – 23rd Regulatory Issues Congress

The 23rd edition of the Regulatory Issues Congress – Perfumes & Cosmetics was held on November 19 and 20 in Chartres and brought together more than 650 participants , both in person and remotely.

These two content-rich days allowed regulatory affairs departments from around the world (10% international participants) to take stock of developments in the sector, through 16 presentations.

This new edition allowed the entire sector to come together to take stock of the developments that are impacting our industry today and to anticipate the challenges of tomorrow.

Throughout the congress, participants benefited from a comprehensive overview of regulatory news: environmental and societal regulations, water-related issues, PFAS, developments in the European cosmetics regulation, as well as institutional perspectives presented by industry experts. Several technical topics were also addressed, including perfume ingredients (CMRs, endocrine disruptors, IFRA 52), REACH and CLP guidelines, and new expectations regarding packaging with PPWR, recyclability, and sorting instructions.

The program also highlighted international issues, with a focus on regulations in China and the United States, as well as insights into the concrete impacts for our businesses. Invaluable discussions also took place with French authorities, including ANSES and DGCCRF , who shared their analyses and experiences. Innovation was also featured, with a presentation dedicated to the role of artificial intelligence in safety assessment.

Alongside these sessions, the Chartres Evening, organised with the support of Chartres Métropole, allowed discussions to continue in a friendly setting, promoting quality exchanges between participants.
